Since 1997, increase of peasant's per capita net income of our country has already dropped for 4 years in succession. Peasant's income increased about 2%ly in 2000. So increasing peasant's income by every possible means is an important task during the State's Tenth Five-Year Plan period. It is impossible to increase peasants’ income through general price rising of agricultural product as before, because the price of the agricultural product of our country is higher than that of international market at present. So, the only solution is to adjust agriculture and rural economic structure. In terms of structural adjustment of agricultural product, developing fine-products agriculture should be an important action while steadying production of a large amount of agricultural products and protecting agricultural production capacity. 　　The concept of fine-products agriculture is defined from its final products, which are the fine products and top-grade products, which are different from general agricultural products. Fine-products agriculture does not equate with the "three high agriculture" totally, namely high quality, Hi-Tech, high additional value, besides which, it has these characteristics of high market competence, high price and high income that is its market characteristic, is the very vitality. Fine-products agriculture is in a favorable status and has relatively strong competitiveness because of the quality of its products. Its products are the treasures or scarce products in the market. 　　At present, a large amount of agricultural products’ price tends towards stability, and the peasants’ yield increases but their income not. While the price of some fine agricultural products is so high to make people startling. Such as, 100 yuan for an apple, 40 yuan for a fresh peach, 8 yuan for a big cherry, etc. The holding capacity in the market is really incredible. Such high price can be accepted by the market because of the changes of the structure of consumption market of agricultural products. Though for a midium or long term, the supply situation of the grain of our country will be tight, with the constant improvement of agricultural integrated production capacity, the supply of the agricultural product has already turned from overall shortage into a basic balance of total amount. Meanwhile, the demands for the agricultural products show the trend of diversification and high quality. Urban family is in the upgrading stage of new consumption structure, and they put forward the new demands about variety, quality, and grade of agricultural product, which offers market space for the development of fine-products agriculture. 　　Agricultural production is not merely the economic reproducing, but also the natural reproduction, which has irreversibility in production. In terms of fine-products agriculture, there are many variable factors in production and operating activities, which can be adapted to only through assigning the policy-making power of production and management to production operators and the family. Fine-products agriculture should be developed on the base of household management and of the stability of household contract responsibility system. 　　Fine-products agriculture does not equate with "three high agriculture" totally. The former can adopt modern Hi-Tech as well as traditional technology. It is clear that the function of Hi-Tech in developing fine-products agriculture is equally very important. The fine-products agriculture should be the modern agriculture with "plow plus mouse". The cultivation of fine variety, the promotion of the production operation level and improvement of the production facility can not do without Hi-Tech. The fine products can be sold at profitable price with the aid of the modern information network system. The agricultural products demand more in terms of storage, transportation and selling, without which the products are unable to be the treasures in market finally, and small production unit, such as family, has difficulty in solving these problems. If the peasants from their own family go to the market to sell their products with a basket, it is difficult to make profit, let alone monopolization and getting the superprofit. So while stabilizing the household contract responsibility system, the role of managing in collective must be given fully play to. It is also important to help the peasant household in solving these problems of processing, storage, transportation and selling, etc. Fine-products agriculture has heavy investment and risk as well as profit. The implementation of double-layer management system, which combines the centralization with decentralization of family and collective, is able to resist the risk better and offer the steady income and essential social security to peasant. 　　Our country is vast in territory, and the species resources are abundant. It is a country where the agriculture develops relatively early, and it has the tradition of intensive cultivation. All these offer the advantage for developing fine-products agriculture. Especially with the WTO entry of China, in the case of a large amount of agricultural products meeting more obstruction, it can strengthen export capacity of agricultural product to develop fine-products agriculture, thus the peasants will make more incomes in the international market.
